For comparison sake, I would equate what CDC is to Health & Human Services is like what Oneida County Industrial Development is to Oneida County government...an agency of a governmental entity with no recourse by the people as to how it is managed.
The CDC also has a foundation which was created by Congress, CDC Foundation whose mission is:
"The CDC Foundation is an independent nonprofit and the sole entity created by Congress to mobilize philanthropic and private-sector resources to support the Centers for Disease Control and Prevention’s critical health protection work."The Foundation has a plethora of corporate sponsors.
"We are a catalyst for unleashing the power of collaboration between CDC and philanthropies, private entities and individuals to protect the health, safety and security of America and the world."
Among them:

Bayer
Bill and Melinda Gates
CNN/Time Warner
Delta Air Lines, Inc.
Eli Lilly and Company
This is just a few of them; take a look at them all. There are twenty-six (26) double-spaced pages of sponsors!
With that many sponsors, most if not all connected to the cabal, how does an agency of a governmental unit keep from being corrupted and putting out garbage vs. facts... or does it?
Biden's pick for head of the CDC is Rochelle Walensky. Her position as head of the CDC does not require Senate confirmation to take office so she is beholden only to Biden and/or his "handlers" and all the corporate sponsors of the Foundation.
Given Ms. Walensky's ties to Johns Hopkins University, who was the sponsor of Event 201, one has to wonder what her agenda might be as Director of the CDC.
About the Event 201 exercise

Held on October 2019...a couple of months before the words COVID-19 and pandemic were circulating and spreading FEAR far and wide with masks and lockdowns soon to follow.
The timing of the Event 201 almost makes it appear that maybe they were preparing for what was about to be unleashed, eh?
